PGMA to lead inauguration of Poro Point Tourism Complex

President Gloria Macapagal-Arroyo leads (27 May 2008 – Tuesday) inauguration rites for a luxury hotel and a world-class nine-hole golf course here meant to put San Fernando City, La Union at the world map of major tourist and recreation destinations.

The President is expected to arrive at the Poro Point Freeport Zone in the morning and will be accompanied by members of her official family, notably Tourism Secretary Ace Durano, and Trade and Industry Secretary Peter Favila.

On hand to welcome Mrs. Arroyo are Bases Conversion and Development Authority (BCDA) Chairman Aloysius Santos, BCDA President and CEO Narciso Abaya, Thunderbird Resorts Inc. Chief Executive Officer for Philippine Operations Raul Sueiro, La Union Gov. Manuel Ortega, Rep. Victor Ortega, San Fernando Mayor Pablo Ortega, and the BCDA and Poro Point Management Corporation (PPMC) Board of Directors.

The Poro Point Freeport Zone is under the stewardship of the BCDA through its subsidiary, PPMC.

President Arroyo is expected to lead in the unveiling of the Thunderbird Resort-Poro Point Hotel and Golf Course marker.

Thunderbird has leased some 65.5 hectares of land in the Poro Point Freeport Zone that it is developing into a leisure resort, sports, entertainment and tourism complex.

Thunderbird has so far infused some P700 million in the development of the Poro Point over the past three years. Thunderbird has committed to invest $100 million over a 25-year period. It has also contributed P55 million for the upgrade of the San Fernando Airport to enable it to accommodate larger aircraft like Airbus 320 and Boeing 737. The expansion project is slated for completion by year-end.

Underscoring the significance of a fully developed Poro Point Special Economic and Freeport Zone, Abaya said that with the tourism infrastructures in place, Poro Point will attract both local and foreign tourists. "Increased tourist spending will augur well for the economy of La Union," Abaya said.

Prior to the completion of the hotel and golf course in Poro Point, Thunderbird already operates a 75-seat fine dining restaurant and entertainment complex.

With Thunderbird's all-out pursuit of its program to develop Poro Point into an "ideal tourist destination," complemented by BCDA's upgrading of the San Fernando Airport to ensure easier access to Poro Point, trade and commerce in San Fernando and its neighboring areas are likely to increase significantly.

Among the major benefits of Thunderbird's investment in Poro Point is the increased number of permanent, full-time job opportunities to the people of La Union.

Thunderbird is committed to source at least 85 percent of its workforce from San Fernando City and the Province of La Union.

Thunderbird Director for Marketing Cheryl Arnold said, the resort features 36 well-appointed luxury suites. Each of the hotel's 45-square meter suite comes with exclusive amenities such as double-sized beds, a walk-in closet, a bathroom with separate shower and hot tub, hi-speed wireless internet, iPod with docking station & surround sound system, coffee and tea maker, in-room electronic safe, and a balcony that offers breathtaking view of the South China.

The Cliffs Golf Course, on the other hand, is a nine-hole, par 72 all-weather championship golf course, designed by the International Management Group (IMG) and maintained by Sta. Elena Properties, Inc.

The golf course features a unique ocean hole that is undoubtedly one of the best Par 3 holes in Asia. Playing from a variety of lengths, this medium to short Par 3 will require precise club selection as the golf ball might end up flying over the cliff and landing on the sea.

Gov't fast-tracks San Fernando Airport upgrade; PAL to fly starting August

The rehabilitation project of the San Fernando Airport in La Union is on a high gear as the Poro Point Management Corporation (PPMC) set the resumption of the operations of the airport to August this year.

The San Fernando Airport upgrade with an estimated cost of P500 million is being funded by the Bases Conversion Development Authority (BCDA).

The project is one of the major infrastructure projects committed by President Arroyo under her Super Regions development blueprint. It began on May 29, 2007 and is expected to be completed end of 2008.

The upgrading project entails the improvement of the landslide facilities including the expansion and extension of the present runway of 1,320 meters to 3,100 meters; airside facilities; air navigation systems and support facilities based on the requirements of the International Civil Aeronautics Organization.

The airport is presently classified as secondary airport, an alternative to the Loakan Airport in Baguio City. It could only accommodate turbo prop aircraft and the C-130 cargo plane of the Philippine Airforce. The upgrade is expected to turn the San Fernando Airport into a modern facility that complies with the international civil aviation standards to accommodate the international flights from the Asia-Pacific region.

Based on the report of Project Engineer Virgilio M. Salayog, the over-all physical accomplishment as of end April 2008, is 54.52 % as against the target of 54.13% or 0.39% ahead of schedule.

Earlier, the Thunderbird Resorts Inc., an international property developer who is operating a resort complex at the Poro Point Freeport Zone has contributed P55 million to the airport upgrade.

The rehabilitated San Fernando Airport will provide the infrastructure to propel tourism, commerce and trade especially in La Union and Baguio City.

Recently, the Philippine Airlines (PAL) expressed its interest of expanding its domestic operations service in San Fernando Airport starting August this year. This welcome development was relayed by Atty. Felix S. Racadio, President and CEO of PPMC, which operates and manages the San Fernando Airport.

Initially, PAL will fly thrice a week to and from Manila using Q300 and Q400 aircrafts, which can seat 56 and 74 passengers, respectively.

"PAL's decision to include San Fernando in its expansion program is a big boost to the ongoing efforts of transforming the Poro Point Freeport Zone into a world-class tourism and commercial destination", Racadio said. "In no time, Poro Point and the rest of La Union including the nearby provinces will be more accessible to the domestic and foreign tourism markets, he added.

Meanwhile, President Gloria Macapagal-Arroyo is scheduled to inaugurate on June 4, 2008 the 36 luxury suites and 9-hole all weather golf course which are part of the 65-hectare Mediterranean inspired luxury resort that is being developed by the Thunderbird Resorts in the former airbase inside the Poro Point Freeport Zone. Arroyo Leads Groundbreaking Rites of Tarlac-La Union Highway

President Gloria Macapagal-Arroyo led the groundbreaking ceremonies of the 84.5-kilometer, P11.5-billion Tarlac-La Union Toll Expressway (TLUTE), a MalacaƱang spokesperson said on radio Monday.

The new highway, to be completed in 2013, is expected to cut travel time to Manila of farmers and traders carrying agricultural products from northern and central Luzon by an hour.

"It will especially be advantageous to farmers from the North, like Baguio," Fajardo said over government station Radyo ng Bayan, adding that the expressway from Tarlac to La Union, could extend to as far as Binangonan in Rizal.

The TLUTE will also connect to the now existing Subic-Clark-Tarlac Express way (SCTEX), which will open commercially on April 28.

Reports said vehicles would be charged P2 per kilometer for the 94-kilometer highway.

Thunderbird Ready To Open Golf Course And Hotel

Panama-based Thunderbird Resorts Inc. has set for soft opening within the second quarter its golf course and hotel in Poro Point, La Union, as the firm pursues opportunities for the country to serve as its gaming hub in Southeast Asia.

In a 2007 fourth-quarter report released last week, Thunderbird also said it plans to expand its casino at the former naval facility where it is undertaking a P5-billion multi-stage project.

Last November, the company announced that it was allocating some $14.5 million or some P600 million to complete expansion projects in both Cainta, Rizal--where its first facility is located--and Poro Point.

Additionally, Thunderbird had set aside $6.3 million or some P260 million for the construction of a third hotel and casino complex in Cavite City, where it has entered into a preliminary agreement to lease a property in the Island Cove area.

However, the firm said last week it had dropped plans for the Cavite project, citing delays in securing a gaming license.

At Poro Point in San Fernando City, Thunderbird is set to open a nine-hole golf course, which may be expanded to 18 holes depending on whether the government would agree to lease more land.

As for the hotel, it would be opened with an initial batch of 40 rooms although "there is space to expand modularly up to 250 rooms over time as demand merits."

Further, Thunderbird is considering to expand by 1,000 square meters its existing casino at Poro Point to allow for the addition of 120 slot machines and 56 tables as well as food and beverage operations.

Expansion work on the Poro Point casino--which currently has 177 slot machines and 192 tables--is expected to start within this quarter, with expanded operation set for the first quarter of 2009.

Last September, Thunderbird announced it was investing some P5 billion at the Poro Point freeport zone over the next five years to turn a 65-hectare area "into a travel destination that can compete with Phuket and Bali."

In developing a viable prime tourist drawer in La Union, Thunderbird was banking on the growing domestic and international markets that are seeking more and more sophisticated business and leisure offerings.

Last week, Thunderbird said its management believes that the Philippines "will provide additional opportunities for expansion in the future, as well as serving as our hub for further expansion into southeast Asia."

Thunderbird's current operations are spread over Panama, Costa Rica, the Philippines, Peru, Nicaragua and Guatemala.

In Cainta, Thunderbird has started work on the expansion of the hotel and casino facility to accommodate a 990-square-meter event center that can hold up to 900 people.

Aside from that, planned additions include those in the food and beverage area as well as 200 new slot machines and 28 tables.

Completion of expansion in Cainta--which currently has 292 slot machines and 193 tables--is expected in the fourth quarter this year.

La Union Has Enough Rice Supply – NFA

"There is no rice shortage in La Union", said National Food Authority (NFA) officials here.

La Union has a stock of 196,070 rice bags in the NFA warehouse as of April 9, enough supply for 40 days according to NFA La Union Provincial Manager Renato Y. Sanedrin.

Another 280,000 rice bags imported from Vietnam arrived last Monday at the San Fernando City Port, and that would be good for another two months, he added.

Meanwhile, NFA-La Union has increased the rice allocation of the City of San Fernando and the 19 municipalities to ensure that enough cheap government rice is available and properly distributed. It is also currently maintaining 124 Tindahan Natin outlets provincewide and is rehabilitating inactive ones.

To prevent rice diversion, over-pricing and profiteering, the food agency has intensified its market monitoring activities through its created four Palengke Watch Teams.

Each team is assigned in five municipalities to monitor daily the selling activities of NFA rice outlets including the Tindahan Natin outlets.

To protect consumers from unscrupulous rice traders, President Arroyo herself is leading the charge to crack down on any form of corruption by public or private officials who would divert supplies or pervert the price of this essential commodity in anyway.

President Arroyo launched recently a three-phased government Food Plan to ensure the steady supply of affordable rice in the country amid a tightening inventory of the cereal worldwide.

City Adopts Four-Day Workweek Scheme


In line with its cost-cutting measures and climate change initiative, the city government of San Fernando has adopted the Four-Day Work Week for the months of April and May 2008.

Executive Order No. 06-2008 of the City Government provides the adoption of the said scheme which was signed by Acting City Mayor Pancracio Q. Nisce on March 31, 2008. Starting April 1 to May 31, 2008, city employees will report at 7:00 AM to 6:00 PM.

The city government believes that the initiative will be a measure to mitigate the adverse effects of the series of oil price increases and ill-effects of climate change. It is also expected to lead substantial savings from power and other related office operating and maintenance costs for the city government.

The scheme, which has been implemented in 2002 and 2005 by several government offices, is pursuant to President Arroyo’s call for austerity measures among government agencies.

On March 28, 2005, President Gloria Macapagal-Arroyo signed Administrative Order No. 117 which directed all government offices in the executive branch, except those performing front-line services, to adopt the Four-Day workweek for the months of April and May.

In line with the austerity measures, the city has also continued implementing the previous directive to turn on air-conditioning units from 9:00 AM to 4:00 PM.

City of San Fernando Turns 10

On March 20, 2008, the City of San Fernando celebrated its 10th Cityhood Foundation Anniversary. The City Government lined up different activities to make the celebration more meaningful especially that it coincided with the holy week.

On Saturday, March 15, the different schools and groups again participated in the Street Dancing Contest which started at 7:00 AM. In the evening, the annual graduation ball was held at the Diego Silang Hall of the Provincial Capitol of La Union.

Early morning on Palm Sunday, March 16, a mountain bike race started off in front of the city hall. On March 17, flag-raising and wreath-laying ceremonies was conducted in front of the city hall, followed by the city Olympics, a sports festival for all city employees.

On Holy Tuesday, City Officials and Employees joined the Estacion General, otherwise known as the Station of the Cross, a reenactment of Jesus’ suffering before he has nailed on the cross.

A commemorative Mass was conducted on March 19 at 8:00 in the morning followed by a Commemorative Program of the Victory of Bacsil Ridge and Awarding Rites for Outstanding Barangay Health Workers, Barangay Nutrition Scholars, Barangay Service Point Officers, Day Care Workers, Farmer Achievers, and Environmental Support Group. In the afternoon, the Barangay Merit Awards, Loyalty Awards, City Service Awards and Pagwadan Awards was given during the Aldaw ti Pammadayaw at the Diego Silang Hall.

The City of San Fernando became a city on March 20, 1998, by virtue of Republic Act No. 8509, An Act converting the Municipality of San Fernando, La Union, into a Component City, which originated in the House of Representatives as house Bill No. 7594 sponsored by Congressman Victor F. Ortega of the First District of La Union.

Pindangan Festival Opens CSF’s 10th Cityhood Celebration

The annual street dancing competition among students and residents from various schools and barangays in the City of San Fernando marked the first day of the five-day celebration for the 10th cityhood foundation anniversary of the city.

Known as the “Pindangan Festival”, students from the elementary, secondary and tertiary levels and including the different barangays and civic organizations in the city set foot their best street dance steps and displayed their colorful costumes on March 15.

Mayor Pablo Ortega greeted the competitors as they started dancing at around 7:00 a.m. along the city streets wearing colorful attires. The participants later gathered at the city plaza for their respective dance exhibitions.

According to Councilor Joseph M. de Guzman, the organizer of the competition, the winners of the street dancing competition for category A, which includes elementary schools, are Lingsat Community School as the Champion, Catbangen Central School as first runner-up and San Agustin Elementary School as second runner-up. Lingsat Community School also bagged the Most Entertaining Award, while the Dalumpinas Elementary School won the Best in Costume and Props award. The Catbangen Central School was considered the Most Organized and the Tanquigan Elementary School was the Most Original/Unique.

For Category B, which comprises high schools and colleges, Union Christian College (UCC) was again declared as Champion, while Sacyud National High School and Don Quintin Balcita Sr. Memorial National High School were first and second runners-up, respectively. Union Christian College also bagged the Most Entertaining, Best in Costume and Props and Most Organized awards, while CICOSAT was chosen as the Most Original/Unique.

Category C comprises of the different barangays and civic organizations and Barangay Poro won as the Champion again this year and was adjudged as the Most Entertaining and Best in Costume. Barangay Ilocanos Sur won as first runner-up and was chosen as Most Organized. The second runner-up for the category was Barangay IV. Barangay San Agustin was chosen as the Most Original/Unique.

Residents, local and foreign tourists alike trooped to the streets during the festival to witness the street dancing by the participants in a stunning display of mastery, gaiety, coordination and energy.

Senator. Chiz Escudero Adopted Son Of La Union


Honorable Senator Francis Joseph “Chiz” G. Escudero, the Guest of Honor and Speaker during the 158th La Union Foundation Anniversary Celebration last March 2, was adopted as son of the Province of La Union by virtue of Resolution No. 009-2008. The plaque was presented to the Honorable Senator by Governor Manuel C. Ortega, Vice-Governor Eulogio Clarence Martin P. De Guzman III and the Members of the Sangguniang Panlalawigan.


Senator Chiz Escudero has endeared himself to the people of La Union due to his unending support to the different projects and programs of the provincial government, particularly in crossing party lines to stand out for the inclusion of the former U.S. Wallace Air Station as Poro Point Special Economic and Freeport Zone (R.A. 9400) which spurred both economic and tourism investment opportunities from both local and foreign, thereby improved greatly the province’s economic progress and well-being of its people. He was likewise instrumental in supporting and fast-tracking the approval of the cityhood of the City of San Fernando, which now evidently a flourishing and progressive city working harmoniously with the Province of La Union.

His adoption as son of the Province of La Union would further strengthen the bond of common concern and oneness among our people --- giving inspiration and motivation in the pursuit of a stronger republic.

Meanwhile, thirty-four municipal and Barangay officials from Naguilian and Sto. Tomas, La Union pledged their membership to the Nationalist People’s Coalition (NPC) before Senator Chiz Escudero, NPC Member and Governor Manuel C. Ortega, NPC La Union Provincial Chairman immediately after the simple ceremonies.

The Nationalist People’s Coalition (NPC) is a political party in the Philippines founded in 1991 after some members of the Nacionalista Party led by then Rizal Governor Isidro Rodriguez bolted from the Nacionalista Party after some disagreements with Nacionalista Party leader then Vice President Salvador Laurel in preparation for the 1992 Presidential elections.

Casino Prospers In La Union

The casino war in Baguio City may have been won by the city government, which had opposed its operation, but the casino's owners may be laughing all the way to the bank.

Cheryl Ann Ruiz Arnold, corporate communications officer of Thunderbird Resorts Inc., said 60 percent of customers of their casino in San Fernando City in La Union come from Baguio. She adds that the casino attracts from 1,000 to 2,000 patrons daily.

Thunderbird is the same company that wanted to open a casino in Baguio five years ago but the thunder against it was stronger there.

Arnold said they are not planning to revive their campaign in Baguio within the next two to three years and are satisfied with their operations at the Poro Point Freeport. Instead, Baguio residents drive for an hour to La Union to play in the casino.

Baguio Mayor Reinaldo Bautista Jr. was among those who opposed the casino plan by Thunderbird. The proposed casino was supposed to have been built at Camp John Hay.

Thunderbird had signed a lease contract in 2006 with the Bases Conversion Development Authority for a 65-hectare resort at Poro Point, a former American naval base. The firm's operation was approved by the La Union government despite opposition from religious groups that were ignored in the course of approving the casino. Thunderbird complements the other casino in the region, the Fort Ilocandia Resort and Casino in Laoag City, which caters mostly to Taiwanese tourists. The Panama-based Thunderbird has plunked $13 million in its Poro Point resort since 2006 and will invest another $16 million for the second phase including the establishment of a golf course, said Arnold.

She said the firm also contributed P55 million in January to the San Fernando Airport upgrading project.

The airport's rehabilitation is being undertaken to accommodate international flights from East Asia, Arnold said.

Airport Upgrading


Foreign investors and tourists are expected to multiply with the rehabilitation of the San Fernando Airport , which is most likely to be completed on July 8, according to Mayor Pablo Ortega.

The airport, located at Barangay Canaoay has been widened to accommodate international flights, particularly in the Asia-Pacific region such as China, Taiwan, Singapore, Malaysia, Thailand, Vietnam, Hongkong, Korea and Indonesia.

Thunderbird Resorts Inc., international property developer, has formally turned over a total of P55-million as contribution for funding its rehabilitation and development to Bases Conversion Development Authority recently.

Mayor Ortega added that the addition of an international-standard airport will not only enhance the economy of the city but also of the whole region. It was estimated to reach up to P516-million after its development.

He added that employment will also increase with the presence of a soon-to be-opened golf course and a hotel in the area, as well as generates income for the city government.

The Mayor’s foresight was reiterated by the private business sectors in the province. Raul Sueiro, chief executive officer of Thunderbird Resorts said that travelers in and out of the city and the province can now avail of chartered flights to transport them.” It would attract tourists and are welcome to enjoy its beaches,” he said. He added that Thunderbird Resorts has invested a total of P600-million in the Poro Point Special Economic Freeport Zone.

It was learned that the airport development is 17 percent complete, including the runway, tower, power house, fire and water stations and the terminal building as of December.

Tourism, recreational commercial area is also under construction which included the golf course which started its construction February last year. It is 90 percent finished as of January 18. The hotel construction which started last May is 63 percent complete, According to Katherine Pada of the Poro Point Management Corp.

An industrial development which will include the rehabilitation of the city seaport is also underway. At present, five of its piers cater to local and international shipping. The rehabilitations of these ports are vital to the operations of the Poro Point Special Economic Freeport Zone. On March 2007, Rep. Act 9400 was amended to confirm the present status of the Poro Point freeport zone.

There also were reports that Loakan Airport in Baguio City may face closure after the completion of the San Fernando Airport but were denied by City Mayor Reinaldo Bautista in an interview with ABS-CBN. “The City Mayor (Pablo Ortega) may have been misquoted,” he said, reacting to an alleged pronouncement of President Gloria Arroyo, which was also reiterated by Mayor Ortega in a recent press statement.

New Miss City Of San Fernando Crowned

Karina Jane F. Purugganan, a 15-year old graduating high school student of Brain and Heart of a Christian Educational Institution, Inc. was crowned Miss City of San Fernando 2008 during the highlight of the celebration of the City Fiesta on February 10.

Born on April 11, 1992, Karina, as she wants to be called, a five feet seven and a half inches tall morena-beauty, is the eldest of five children of Richard Purugganan and Marylin Farnacio. She loves reading books, surfing the internet and swimming as her hobbies. She keeps her body in shape by eating the right kinds of food, sleeping well and exercise.

With her principle in life “Success is what you get when you work hard and when you never give up,” she pursues her dreams by trying and doing her best. “I want to be a nurse but I also dream of becoming an international model someday,” she added.

She won other beauty contests like Ms. SBO Sportsfest 2006-1st runner-up, Bikini Open Taberna-3rd runner-up, Ms. Intrams-1st runner-up BHC 2007 and the title Ms. Bikini Open Bawanta 2007.

“I joined Miss City of San Fernando because I want to prove my worth as a person even if I’m only 15,” she said. She will be the official representative of San Fernando City in the search for Mutya ng La Union 2008.

The newly crowned San Fernando beauty queen also won special awards like Miss Smart, Miss Babyflo Baby Cologne and the Best in Swimsuit during the pageant night.

Purugganan bested other fifteen equally lovely ladies. JN Riza Etrata sponsored by Max’s Restaurant was crowned Miss Barangay 2008 and got the Miss Mart One award; Michelle Galanto sponsored by Ed Fabro Construction as First Runner-up and bagged awards such as the Best in Haute Couture and Evening Gown, Miss Teen San Fernando, Miss Solid Gold and Miss Skin Beauty; Baby Andallo sponsored by St. John Bosco College as Second Runner-up, also Miss Photogenic and Miss Bobson and Caresa Fabro sponsored by Arts Star Construction as Third Runner-up and bagged Miss Globe, Miss Nisce Beautiful Skin and Miss Avon special awards.

Mayor Pablo C. Ortega said that he had asked the City Council to pass an ordinance which declares the Pindangan Ruins and a Spanish watchtower, which are located in Barangays Parian and Carlatan respectively, as historical landmarks.

“It (resolution) will be similar to the one I authored when I was still a councilor,” he said.

Two old lighthouses, which were declared by the City Council as historical landmarks and located at Poro Point, were turned into the custody of the Philippine Coast Guard in a ceremonial rite last Monday by Mayor Ortega. The Mayor, then, authored the resolution.

He has requested the National Historical Institute, led by national Chairman Ambeth Ocampo, who graced the occasion, to declare them national landmarks.

“There are only a few landmarks in San Fernando , that’s why we have to preserve them now that they still exist,” the Mayor said.

According to him, the older lighthouse was built in 1885 while the other in 1970. An old house at the area was built in 1886, which will also be restored, are all located within the lot occupied by the Coast Guard. “According to two architects who inspected the old house, the foundations are still good for restoration,” he said and added that these are added tourist attractions.

The Spanish Watchtower is located at a lot, near a hotel-resort owned by the Rillera Family. The Mayor said that Mrs. Rillera has donated the lot to where the watchtower stands.

Maintenance of the said lighthouses will be coordinated by the City Government, Poro Point Management Corp., Bases Conversion Development Authority, Coast Guard and Thunderbird Resorts Inc.

Two more Spanish watchtowers in the towns of San Juan and Luna in La Union have since been eroded in halves waiting for restorations from respective officials.
